Rudolf Freiherr von Wagner-Frommenhausen served as Württemberg's Minister of
War prior to the Franco-Prussian War of 1870-71. Replacing General von
Edelmann in 1867, he set about with the aim of reorganizing Württemberg's
military forces in accordance with the Prussian model. Also during his tenure,
and in the face of great resistance, General von Wagner was able to impose
compulsory military service within the kingdom. Continued oppostion to
conscription and the military budget on both the political and public fronts was
the key reason Wagner-Frommenhausen stepped down from his post in March 1870. He
was succeeded as War Minister by Albert Freiherr von Suckow.
