General Hermann
von Villaume served in Prussia's War Ministry as Director of the Zentral Departement (Central Department) in pre-War Germany.  Hermann was commissioned on 24 July 1866 as a Sekonde-Lieutenant with the Garde-Feldartillerie-Regiment in Berlin. It was with this unit that he took part in the Franco-Prussian War of 1870-71 (Deutsch-Französischer Krieg) and was decorated with the Iron Cross Second Class.

Later in his career, von Villaume was promoted to Generalmajor on 18 April 1897. He was thereafter elevated to General à la suite in the court of Kaiser Wilhelm II., additionally serving with General von Hahnke in the Militär-Kabinett (Military Cabinet). He was then transferred to the War Ministry, heading up War Minister von Goßler's Central Department from 18 April 1901 until retiring from active duty (zur Disposition) on 12 May 1903. Hermann's brother General Karl von Villaume was also an officer in the Prussian, serving as Director of the Military Academy from 1896 to 1900.
