Theodor Leutwein served as Imperial Governor and Schutztruppe commander
in German South West Africa from 1895 to 1905. He was
active during the Franco-Prussian War of 1870-71 as a lieutenant attached to a
Landwehr battalion. On the recommendation of Oberst Eduard Liebert in the
General Staff, Leutwein was dispatched in 1893 to German S.W. Africa where he
later replaced Major Curt von Francois as Schutztruppe commander. In
recognition of his diplomatic and military skills, Leutwein was named in 1908 as
the first Governor in German S.W. Africa.
