Prussian cavalry officer Paul Schalscha von Ehrenfeld, as Breslau's military governor, oversaw the Kommandantur Breslau in the years leading up to the Great War. A year into the hostilities, Schalscha was assigned command of the 14th Landwehr Division on the Eastern Front, remaining in command of this formation for the rest of the War.
