Royal Bavarian Generalleutnant Wilhelm Köhl served at the outbreak of the Great War as the Inspector General of the Bavarian Technical Institute in Munich. In this capacity, he oversaw all development and production of armaments and ordnance in the Kingdom of Bavaria. As the War progressed, Köhl was transferred in 1915 to the Eastern Front in order to function as Eighth Army commander Otto von Below's General der Fußartillerie. He thus participated in battles for Dünaburg und Riga. In the summer of 1916, Generalmajor Köhl was sent to Belgium where he served as Governor General in charge of the fortress and province of Namur.
