Cai Theodor Dame headed Germany's Colonial Protection Forces (Kaiserliche Schutztruppe) in German South West Africa in 1905 and 1906. Dame entered the military service as a One-Year Volunteer in 1870, just in time to fight in the Franco-Prussian War. He later enjoyed a typical infantry officer career progression until February 1905, when he left the Prussian Army to join the Schutztruppe forces in German South West Africa. At year's end, he was selected to succeed the controversial Lothar von Trotha as commander of the colony. To his chagrin, he only lasted six months in this position before being replaced by Berthold von Deimling and returning to Germany one year later in 1907.

Back home, Dame served as a regiment and brigade commander until 1912, when he retired as a reservist Generalleutnant. With the outbreak of World War One, General Dame was reactivated as acting commander of 55th Infantry Brigade headquarters in Karlsruhe. He was deployed to the Western Front from 1915 and 1916 as commander of the Garde-Ersatz-Brigade, and then headed up the newly-formed 403rd Brigade until mid-summer 1918.
