Generalleutnant Ludwig Sieger was the chief of Germany's Field Munitions Office at High Command as the country mobilized for the Great War. He was one of nine children in the family of Industrialist Heinrich Xaver Sieger. Ludwig chose rather to pursue a military career in the artillery, entering active duty in 1878. During the pre-War years, he advanced to position of presiding over the Prussian military's Board of Inspectors for Artillery. In that capacity, he was responsible the development of Germany's heavy artillery, including the 42-cm howitzer "Big Bertha". Upon attaining the rank of Generalmajor, Sieger was appointed to head up the Foot Artillery Section at the War Ministry. 

As the Great War broke out, Generalleutnant Sieger was in charge of Germany's Field Munitions Service. He was transferred to the Sommer in 1916, where he served as commander of the 16th Reserve Infantry Division. General Sieger was promoted to commander of XVIII Reserve Corps in 1917, which was engaged in Flanders under Sixt von Armin's Fourth Field Army. Kaiser Wilhelm II personally awarded Sieger with the Pour le Merite for his actions during the Battle for Kemmelberg. General Sieger married Anna Wachendorff in 1884, and the couple had three children. Their daughter Elfriede was the spouse of Imperial German staff officer and Pour le Merite recipient Rudolf Schniewindt. Following his retirement from active duty in January 1919, Sieger was awarded the brevet rank of General der Artillerie in September 1919. He died in 1952 at Burg Gladbach in Vettweiß.
