Ernst von Hoeppner served as Commanding General of the Imperial German Air Service (Kogen-Luft) during the Great War. Hoeppner came up through the ranks as a cavalry officer and served in various Prussian dragoon and hussar regiments. He additionally was a 1892 graduate of the Prussian War College. Hoeppner was recognized early on for his excellent organizational skills and thus quickly advanced to general staff work, serving with the General Staff of the Army for over 12 years. In 1912, he took command of 4. Infanterie-Brigade headquarters in Bromberg and was soon thereafter elevated into the Prussian nobility. At War's outbreak, Generalmajor von Hoeppner was Max von Hausen's chief of staff with the 3. Armee, and he later served as Fritz von Below's chief of staff with 2. Armee-Oberkommando.

General von Hoeppner's most important role during the Great War was as commanding general of the German Air Forces, a position he held from 1916 until the Armistice. He reorganized the fragmented Fliegertruppe (Flying Service) which had been distributed throughout the various Army units, and doubled the number of Jagdstaffeln (fighter units) from 40 to 80 by the time of the Spring Offensive of 1918. For his distinguished service and leadership as Kogen-Luft, Generalleutnant von Hoeppner was decorated in 1917 with the highest Royal Prussian order of bravery, the Pour le Mérite. After the war, von Hoeppner was brevetted in 1919 with the honorary rank of General der Kavallerie. Having also retired in 1919, he died from Spanish Flu complications three years later in Groß-Mockratz, Rügen Island.
