Imperial German Generalleutnant Johannes Franke was the officer in charge of Prussia's Ordnance Department (Feldzeugmeisterei) as the Great War broke out in August 1914. In this capacity, he was charged with overseeing the procurement, production, and maintenance of all war materiel and field equipment. General Franke was replaced in September 1916 by Carl Coupette, when the Ordnance Department was reorganized into the Department for Procurement of Arms & Munitions and subordinated to the War Ministry.
