Imperial German general officer Richard von Webern commanded at the division and corps level during the First World War. Webern, whose father was a Prussian General-Lieutenant and the Commandant of Stettin, grew up in Breslau and was educated in Royal Prussian cadet institutions. At 16 years of age, he joined the grenadier regiment in Breslau and remained active there for the following 15 years. As an Oberst in 1908, Webern was given command of Infanterie-Regiment Nr. 75 in Bremen, and then in 1911 transferred as a Generalmajor to command 39. Infanterie-Brigade in Hannover. As a Generalleutnant, Webern returned to Breslau to head up 11. Infanterie-Division headquarters located there.

After August 1914 mobilization, Generalleutnant von Webern remained in command of 11. Infanterie-Division for the first half of the four-year War. His division initially marched into France subordinate to Pritzelwitz's VI. Armee-Korps and Herzog Albrecht's 4. Armee-Oberkommando. His troops were thus engaged throughout northwestern France and southern Belgium and took part in the summer of 1916 Somme Offensive. Webern was charged in December of 1916 to lead the newly-formed Generalkommando Nr. 62 which was deployed south to Macedonia as part of General von Winckler's 11. Armee-Oberkommando. After just over one year of being engaged on the Balkan Peninsula, he was transferred in February 1918 back to Western France in order to replace Paul Fleck as commander of XVII. Armee-Korps. He remained with this formation into the summer when he was asked to step aside form new commander Generalleutnant Günther von Etzel.
