German general and military attaché, Freiherr von Hoiningen-Huene served as a corps commander and military government official during the First World War. Hoiningen enlisted as a combat engineer in the Prussian Army in 1868 and was decorated with the Iron Cross for his participation in the Franco-Prussian War of 1870-71. He had various assignment as an officer-engineer over the subsequent twelve years until his permanent transfer to the Prussian general staff in 1882. After working with the military attaché's office in the German embassy in London, Hauptmann Hoiningen was selected as an aide-de-camp in Kaiser Wilhelm I.'s entourage.

Hoiningen was dispatched to the embassy in Paris in 1886 to spend the next four years as the Prussian military attaché in France. He had become a trusted advisor to Chief of General Staff Alfred von Waldersee and used his diplomatic position in Paris to conspire and put a negative spin on Reichskanzler Otto von Bismarck's foreign policy. As part of the political intrigue, General von Waldersee passed on reporting from his various military attachés to then Prince Wilhelm, which contributed greatly to Chancellor Bismarck's eventual downfall in the spring of 1890 when the prince ascended to the throne as Kaiser Wilhelm II.

Major von Hoiningen returned to Berlin in 1891 and soon proceeded to step through assignments as commander of a battalion, regiment, brigade, and division. In 1907, he was promoted to General der Infanterie and given command of XIV. Armee-Korps headquarters in Karlsruhe. He remained in charge of this corps during the first month of the Great War, with his troops fighting in support of Generaloberst von Heeringen's 7. Armee in the southern sector of the Western Front. He was soon transferred to Antwerp in Belgium, however, where he functioned as military governor until retiring from active duty in early 1917. He passed away in March 1924 in the city of Darmstadt and at the age of 74.
